There will be another tutorial after this one, one with how to colour the hair when you already have the hair drawn in with pen/pencil.

But this one is for no hair lineart. :)

Added notes:

1) repeat steps. You may find that something doesn't look the way you like it, so redo that patch. Even if you've gotten down to drawing some of the highlights, it's no big thing to repeat a step.

2) Mix up the steps. Why not add some highlights before the detail? why not do some detail before some of the blocking? hell, why not see what is easiest for you to do when you're repeating steps.

3) Have patience. not everything you do right off will look good, and sometimes it's only when you're adding the finishing touches that you realise that it has potential. Do not give up :)

4) Hair is not just in one hue range. Look at peoples hair when you're out and about. You'll notice that some red heads have golden highlights while others have just plain red hair. Same with black hair, it's not just black and white. It's black, blue, gold, silver, etc...

5) Work big. Work at 2, maybe 4 times the size of the final picture then shrink it when you're done.

Your tutorial is awesome but... I can't do it. =P Its hard... I know you've tried your best but is there any other good ways to explain it? Its ok if there isn't.

There probably is, but I don't like to take someone by the hand and walk them through it step by step.
If you hadn't noticed, I kinda expect people to have a good knowledge of colouring pictures Photoshop in addition to having a tablet (most of the time).

Nah... Not me, I just got adobe photoshop and I haven't gotten used to it. I'm looking around for tutorials and maybe they'll help me get used to it. I'm used to paint shop pro8. Its alright, thanks anyway.

Your ID is great, the only thing I would have done is add more shadows on one side, you know... like shading a sphere :)
